Pinners Point Interchange

The Pinners Point Interchange is a 1.5 mile new bridge over the Western Branch of the Elizabeth River beginning near the east end of the West Norfolk Bridge. The bridge features a six lane divided highway for 3,500 feet that connects to Route 58 and the Midtown Tunnel. All main roads are designed as divided highways with two lanes in each direction, separated by a median.

A brief overview of both bridge structures finds them founded with driven piles, a sub structure of cast in place concrete footings, cast in place concrete columns, struts, pile caps, and superstructure of prestressed concrete girders, and cast in place concrete bridge deck.

D.T. Read Steel Co., Inc. was a subcontractor on the above noted project purchasing reinforcement steel utilizing a joint check agreement and placement of reinforcing steel which was incidentally exclusively performed by our own in house employees. The approximate total quantity of reinforcing steel supplied and placed by D. T. Read Steel Co on this project was 7,823 tons. D. T. Read Steel forces placed reinforcing steel on the following components on this project: Misc. drainage structures, soffit slab, approach slab, pile end bent caps, diaphragms, bridge decks, barrier railing, pier footings, pier caps, and columns.

The aforementioned subcontract listed tasks would pertain to the State Road 90 project as D. T. Read Steel Co., Inc. has the knowledge, and experience from projects such as this to be considered for supply and placement of reinforcing steel.

Highway Bridge and Roadway Construction

In regards to our subcontract portion of the work on the noted project D. T. Read Steel Company has been placing reinforcing steel on bridge structures, and buildings for over 45 years. The noted project is part of a vast integrated interchange to interface with the Virginia Port Authority’s expansion of its port facility, alleviating traffic volumes from neighborhood city residential areas, and precluding the up and coming future expansion of the Midtown Tunnel which connects and crosses the Elizabeth River from Portsmouth to Norfolk, Virginia. The nature of this work was performed over land areas as well as over the Elizabeth River. Please note that this project was performed in the Commonwealth of Virginia and due to its size and complexity we felt that this would duly exhibit our capabilities in conjunction with the state road 90 project. The bridge designs appear similar and reinforcing steel bent cap cages can be pre tied and set into forms when the conditions allow expediting overall production time. Due to the duration and multiple remobilizations to this project we were able to meet the demands and project schedules successfully enabling us to adequately man this project and finish on or ahead of time to meet critical project milestones.

Environmental

On the noted project full respect for the environment were paramount with our employees assigned to this project. Full respect and compliance for environmental measures, and concerns pertained to our work on land, and over water. Our employees utilized portable toilets provided by the General Contractor on the bridge in our work areas. Our prefabrication lay down area and reinforcing steel stock pile area was located on land that was bounded by silt fencing. During our duration working on this project whether over water or on land environmental issues, fines, or citations were never issued to D. T. Read Steel Company. Furthermore, any trash generated by our forces was placed in dumpsters whether on the land or water portions of our work areas.

Cooperation

Over the 45 year existence of D.T. Read Steel Company and as so noted on this project full compliance with all applicable Federal, State, and Local laws and regulations is a prime objective. Consequently our primary core customers are federal, state and local agencies. All Environmental Protection Plans, Storm Water Prevention Plans, Etc. were the distinct responsibilities of the General Contractor which we fully abided by, and complied with.

Management

It has always been the philosophy of D. T. Read Steel Company to adequately staff this and all projects with competent, experienced supervisors, foremen, and iron workers to adequately handle the anticipated work loads and constraints of the overall project schedule. Experienced and competent employees also insure the quality of our work and favorable acceptance by the inspecting authority as to not hold up the forward progress of work by having to redo our work. 

Problems

Fortunately on this project we did not experience any major problems that were as a direct result of our workmanship, project staffing, production, or supply of critical materials. Due to the fact of open communications with the General Contractor, and other subcontractors as well as participation in weekly meetings all major potential problems were able to be addressed, discussed, and unilaterally resolved as to not create any conflicts. As is the case on most construction projects minor problems were encountered (i.e. minor weather incidents) and subsequently dealt with in an expeditious manner as not to impede the forward production on this project.

  4. On the aforementioned project we performed reinforcing steel placement which is similar in nature to Solicitation Number W912EP-08-R-0025 with the exception of the length of the bridge and duration of the project.
